Definition of internal oversight

Internal oversight includes the organizational plan and all associated means and procedures used within the agency with the aim of protecting assets, testing the accuracy of accounting data recorded in the books, the degree of reliance on them, achieving the greatest possible production efficiency, and encouraging commitment to implementing the set administrative policies.

The office carries out reviews and internal financial and administrative audits based on international auditing standards and the principles of internal control, according to a work program and an annual plan prepared by the office in advance, and it submits reports on the results of auditing work and raises appropriate recommendations, notes and suggestions half yearly to the head of the administrative committee of the agency.

Objectives of the Office of Internal Oversight:

1- Protection.

Where the inspection work is carried out and the match between actual performance and previously established standards is done for each of:

The device's policies.             Accounting procedures
Internal control systems.             Operating activities
The device's records

2- Construction and Development.

This objective includes preserving the assets of the agency of all kinds, accounting systems and procedures, policies and plans approved in the agency, and proposing performance enhancement.

The main objective of the internal audit is to assist the members of the administrative committee in carrying out their duties and responsibilities, by the internal auditor giving advice to management in order to introduce the necessary improvements and corrections to ensure optimal performance.

Office dependency

The internal oversight office, according to the approved organizational structure of the agency, reports directly to the head of the administrative committee, so that it enjoys the required independence that helps to perform its tasks entrusted to it to the fullest extent.


The organizational structure of the office

The internal oversight office is formed according to the organizational structure approved by the director of the internal control office, from which there are (7) seven departments and one unit, all of which follow the office manager directly, as follows:

1- Financial Review Section, First Stage

2- Administrative Review Section, First Stage

3- Contract Examination and Review Section

4- Cost Review and Stock Control Section

5- Financial review section, second stage

6- Administrative Review Section, Second Stage

7- Department of Financial and Administrative Review, Ghadames Zuwara

8- Unit of preparing reports and reviewing after disbursement

Each of these departments is divided into other units and functions.


Job descriptions in the office

The tasks entrusted to the internal oversight office are summarized as follows:

The general description of the office manager's job is to supervise the audit of the various financial and administrative work and operations of the agency, calibrate and evaluate the systems and means of control, security and safety, and prepare reports on them.

The general description of the functions of the head of the financial and administrative review department is summarized in assisting the office manager in reviewing and evaluating the systems and procedures of the various financial and administrative activities in the agency and proposing improvements dictated by economic and work considerations and preparing the necessary reports about that.

The job description for the position of the head of the contract examination and review department is summarized in assisting the office manager in examining and pursuing the main and subsidiary contracts financially, following up the credits and letters of guarantee resulting from these contracts and preparing the necessary reports on that.

The job description of the head of the cost review and inventory control department is summarized in assisting the office manager in reviewing the asset control systems and insurance procedures for the agency’s property, reviewing the inventory control systems and preparing the necessary reports on that.

The job description of the reporting and review unit after disbursement is summarized in assisting the office manager in compiling the reports received from the different departments, reviewing them and drafting them in the form of a unified report, as well as carrying out the procedures for reviewing the exchange permissions after the completion of the disbursement process and recording any notes about it that may be in violation of the approved systems and procedures.
