The GMMR was constructed to face the severe lack of fresh water over the Libyan coastal area, whether for urban, agricultural, or industrial uses, by carrying huge amounts of water from subterranean reservoirs existing in Tazerbo, and Sarir basins, via Prestressed Concrete Pipes, these pipes with up to 4m diameter, can transport 4 million cubic meters of fresh water per day as initial stage.
Subsequent stages are to avail enormous aquatic reserves scattered in the southern region, including; Hasouna Mountain, Ghadamis, and Kufra.
A total of 6.4 million cubic meters of water will be transported daily if GMMR is set to maximum capacity, and it's of no doubt that such huge enterprise would require an equally huge investments to build.
In order to meet the needs mentioned earlier, the formation of a managerial body for the GMMR was a must. Such body must have Terms of Reference including contracts, supervision, and implementation, therefore, Law No 11/1983 had been issued and GMMR Project Authority was born.
To state the obvious, GMMR is of high crucial and strategic nature considering it being the sole solution to the drinking, irrigation, and industrial water shortage problem at the Libyan state. Therefore, GMMR Project Authority has been given every mandate necessary to achieve its goals.
To commence the project, Law No 10/1983 and its amendments were issued for the purpose of defining the funding sources of GMMR, and since then the construction process has been afoot.
