- Coordinate the restructuring of departments and redistribute workers in commensuration with their qualifications and capabilities
- Preparing the financial position and the estimated budget for the project during the permitted period
- - Developing solutions to the problems of existing contracts and their detailed accounts, in addition to assigning the role of the General Administration of Financial Affairs to control implementation
- Coordination and classification of budgets in accordance with generally accepted accounting standards, which requires proper classification of accounts commensurate with the capitalization of existing and new projects
- Classifying the estimated budgets that correspond to the actual needs of the systems according to the general orientation of the state and according to the available financial flows for the allocations of the implementation and management agency of the manmade river project

- Pursuing the collection of the Agency’s resources according to the law, and urging the institutions in charge of the collection to supply these resources at their correct values without delay
- Dealings with the state by proposing the necessary allocations for the agency’s projects, following up on their collection and diligence in implementing them
- Follow up the collection of water sales values and their settlements with the state and other beneficiaries
- Supporting the agency’s senior management in the negotiation process with Libyan and foreign contractors in terms of counting their entitlements and obligations without affecting the agency’s financial capacity or the speed of project implementation
- Following up on bank letters of guarantee, guarantee credits and their tight strategic transfers to benefit from fully covered appropriations in the implementation of existing and new projects
- Procedures for opening documentary credits in importing spare parts and operating requirements for the various systems of the device
