Tasks of the General Administration of Administrative Affairs

  • Supervising the preparation of plans and programs necessary to implement the agency’s general policy in the field of administrative affairs and human resources.
  • Supervising the conduct of research and studies in the field of user affairs and submitting the necessary proposals and recommendations.
  • Supervising the preparation of research and studies on awareness and administrative development, and developing implementation programs for them in cooperation with the relevant authorities.
  • Follow up the preparation of the organizational structures for all the main divisions of the agency and the preparation of the general organizational structure of the agency and developing it in order to achieve its objectives. It also supervises the preparation of the job cadres in all divisions of the agency.
  • Determine the information and data required to be obtained from the organizational units of the agency and related to the public office or those related to the workforce and the activities and work of the agency.
  • Supervising the implementation of laws, regulations, decisions and systems in force in the field of administrative affairs in the agency.
  • Determining the needs of the agency regarding workforce in terms of quantity and quality and taking the necessary measures to provide and develop them.
  • Make the necessary contacts with the competent authorities to facilitate the work of the agency in its field of specialization.
  • Supervising the provision of medical and health services to the agency’s users and their families.
  • Supervising the preparation of the general annual plan for employee training and development, and working to overcome any difficulties that hinder its implementation.
  • Seeking to build good relations with local and international institutions and organizations that have a relationship with any matters concerning the agency’s users or others with whom the agency has a relationship.
  • Supervising the preparation of the estimated budget for the General Administration and pursuing its implementation.
  • Prepare periodic reports on the activities and actions of the public administration.
  • Preparing, developing and updating work guides and regulations related to the public office and the workforce of the agency.

The General Administration of Administrative Affairs supervises three departments:
1 - Human resource management.
2- Training and Development Department.
3 - Public Affairs Department.
The following is a summary of the tasks and duties of each department:
First: Human Resources Management

  • Coordination and distribution of work between departments in branches, as well as directing and pursuing the work in the field of human resources.
  • Take the necessary organizational measures to hire, promote and change the employment status of all employees of the agency, according to the work regulations, and laws that organize the workforce.
  • Supporting the agency's training and development departments in the field of developing and enhancing human resources.
  • Keeping the files of all agency employees and working on their development and organizing their circulation according to the agency’s policy.
  • Supervising the implementation of laws, decisions, regulations and systems in place in the field of human resources.
  • Supervising the operation of the automated user affairs system, making comments in order to develop its performance, and notifying the competent department of the notes regarding it.
  • Supervising employment procedures according to the agency’s regulations, and coordinating with the Personnel Affairs Committee in this regard.
  • Supervising the preparation of plans and programs to execute the general policy and the decisions and recommendations of the Administrative Committee in the field of human resources.
  • Determining the quantitative and qualitative needs of the organizational unit and its subsidiary branches regarding workforce, and working to provide them according to what is planned in the agency.
  • Studying and preparing plans and policies in the field of organizational structures, staffing, and the functional budget in accordance with the laws, regulations and systems in force in the Agency.
  • Supervising the provision of medical and health services to the agency’s users and their families.
  • Executing the laws, decisions, regulations and systems in force in the agency.
  • Labor to simplify work methods, solve administrative problems and eliminate work obstacles.
  • Supervising research and studies procedures for administrative awareness and developing the workforce, and laying down executive programs for them in cooperation with the concerned authorities.

Secondly: Training and Development Department

  • Supervising the work of the administration, coordinating and distributing work among the employees and directing them.
  • Developing a plan for training programs for the purpose of operating and maintaining technical systems and specialized public administrations, and taking the necessary measures to execute them.
  • Developing the annual master training plan, pursuing its implementation, and making any amendments to it when necessary.
  • Follow up the process of converting programs into training projects valid for implementation.
  • Supervising the study of reports provided by the sites on their training needs and designing training programs for them.
  • Providing technical training centers with trainers and necessary equipment for training.
  • Contacting training agencies and institutions, getting acquainted with their programs, and cooperating to participate in implementing joint training programs.
  • Supervising the general library of the agency, providing it with specialized scientific books and all the books necessary for the operation and maintenance of the GMMR, keeping up to date with the scientific periodicals and pamphlets issued for the production and distribution of water, and providing the relevant departments with them.
  • Participation in seminars and lectures, inside and abroad, concerning training process development.
  • Pursuing the evaluation process of training program results and use them in designing new training programs.
  • Work to develop and modernize the work method and reduce performance costs.

Thirdly: Public Affairs Department

  • Supervising the departments and units of the administration, coordinating their work and raising their efficiency.
  • Issue the necessary instructions and directives to implement the plans and programs drawn in the field of public relations in the agency.
  • Pursue the execution of the decisions issued by the agency in relation to public relations, ceremonies and hospitality.
  • Contacting the competent authorities to complete the required work of the agency in the field of public relations, ceremonies and hospitality.
  • Contacting air transport companies to provide data related to domestic and international flights.
  • Receiving travel requests for agency users and the consultant, and ensuring that they comply with the regulations in force in the agency, and making reservations and purchasing airline tickets from airlines.
  • Determining the training and development needs of the employees of the departments and units of the department.
  • Submit monthly reports on the administration’s workflow to the line manager.
  • Follow-up of employees in the administration in performing their work in the required manner and work to develop and update the administration's work method and reduce its performance costs.
  • Continuous evaluation of the performance of all employees in the administration and verification of their effort and skill acquisition.
