General Department for Loss Prevention

The first concern of the General Administration for Loss Prevention is the safety of workers and people on work sites, all equipment and property, and the preservation of the environment, which includes:

• Reducing the possibility of accidents and injuries.

• Adherence to the implementation of the Industrial Security Law No. (93) for the year (76), the Libyan Labor Law, and all safety and environmental laws issued in particular.

• Commitment to providing an adequate workplace, healthy and safe working conditions, in addition to providing appropriate devices and equipment for users to carry out their work in a safe manner.

• Protection of installations and equipment.

• Preserving the environment and reducing pollution.

• Urging officials and users to abide by and implement safety regulations and requirements and to protect property and the environment.

Tasks of the Technical Affairs and Environment Section

• Participating and giving opinions in studying civil and industrial projects and constructions in terms of providing safety requirements, means of prevention, and protecting the environment.

• Participate in developing and updating safety, environment and occupational health regulations and instructions to ensure modern developments resulting in reduced losses, injuries and accidents.

• Investigating and collecting data on all injuries and work accidents.

• Preparing the evacuation and emergency plan.

• Preparing monthly reports on the safety status of the General Administration at all work sites.

• Preparing specifications related to exposure rates to hazardous materials.

• Defining and testing technical specifications for safety equipment and clothing.

• Coordination and cooperation with environmental protection workers to reduce pollution according to the latest methods and techniques.

• Participate in preparing brochures and magazines related to safety, environment and medical affairs.

• Study the causes of fires and participate in developing plans, studies and technical adjustments in line with the latest standards and specifications of fire prevention.

• Providing medical services on-site around the clock, and working to provide all medical supplies and drugs to ensure treatment and aid.

• Technical advice regarding disposal of industrial and civil waste.

• Contributing to initial studies of current and future projects with regard to the environment.

Functions of the Safety and Fire Department

• Preparing periodic reports on the status of safety in the workplace.

• Conducting periodic inspection tours to workplaces to determine the level of workers' response to the requirements and instructions of safety regulations.

• Participate in preparing and implementing evacuation and emergency plans and procedures.

• Follow up the procedures for implementing the work permit system.

• Encouraging employees and urging them to work safely by holding training courses and awareness activities.

• Follow up on the handling of high-risk materials and equipment.

• Work to fight fires that break out in the workplace and prepare reports on their causes and methods of prevention and limiting their occurrence.

• Periodic inspection of fire extinguishing equipment, fire alarms, and firefighting networks to ensure their readiness.

• Periodic inspection of foodstuffs and food provided to workers and the conditions for their storage and transportation, and to ensure that they are free from diseases and contain nutritional value.

• Training workers in other departments on firefighting work

Tasks of the Industrial Security Department

• Issuing identification cards and permits for entry and exit of vehicles, and controlling the use of locks and work keys

• Guarding the work sites and monitoring its surroundings around the clock.

• Resolving quarrels between workers and controlling violations according to the followed administrative procedures.

• Investigating accidents of vehicles owned by the agency and following the stipulated procedures.Preparing reports on all security affairs

• A nexus between the agency and public security agencies in the country.
